Assessment Collection

The right to assess is a defining element of all Community Associations. Without the right to assess, an Association is a Civic Club not a Community Association. The Declarations of Covenants, Conditions and Restrictions (“CC&Rs”) of all Community Associations contain provisions authorizing the Association to levy and collect assessments and imposes an obligation on Owners to pay assessments. The business of community associations is conducted at meetings. Anyone who has been involved with a community association for any length of time realizes that meetings can be an effective means of communicating, gathering information, planning, decision making, and policy setting; or they can be a complete waste of time and effort. Because many participants may not be familiar with the rules of order for the conduct of meetings, meetings have the potential to become uncomfortable, disorganized, and unpleasant experiences.
